What this tool does

Rebuilds city, state and zip when the whole address got dumped into the street field.
Blanks placeholder phone numbers (9999999999 and friends) that Bambi rejects.
Normalizes spacing, maps state text to TX (this operation is Texas-only), and title-cases ALL CAPS city names.
Leaves every other cell exactly as it found it, and shows you every change it made.
